New York City Mayor Zohran Mamdani is celebrating a new proposal to tax luxury second homes owned by ultra-wealthy nonresidents, a measure expected to bring in at least $500 million a year. The plan, unveiled by New York Governor Kathy Hochul, would impose an annual surcharge on residential properties in the city valued at $5 million or more that are not used as a primary residence.

"When I ran for mayor, I said I was going to tax the rich. Well, today, we're taxing the rich," Mamdani said in a video posted on X, as reported by Fox News. He described the tax as targeting the "richest of the rich" — people who "store their wealth in New York City real estate but who don't actually live here."

Governor Hochul emphasized that the proposal is not aimed at city residents. "We're talking about people who are ultrawealthy," she said during a news conference, adding that the tax would ensure luxury homeowners contribute to essential services like policing and parks. The revenue comes at a critical time as the city navigates significant budget constraints.

Mamdani said the funds would be directed toward free childcare, cleaner streets, and safer neighborhoods. Critics, however, have warned that aggressive taxation of wealthy property owners could drive capital out of the state, a concern that has intensified as blue states grapple with residents relocating to lower-tax red states. Whether the tax achieves its revenue goals or accelerates that migration will be closely watched in the months ahead.
