The most expensive entertainment product ever made may not be a Hollywood blockbuster. It may be a video game.
According to a report by Engadget, analysts estimate that Grand Theft Auto VI has a current development budget of around $1.5 billion. Rockstar Games has not publicly disclosed how much it has spent, but even conservative estimates place the figure well over $1 billion. That puts GTA VI ahead of the known budgets of major theatrical releases and other large-scale games.
The cost makes more sense once the scope of modern game development is considered. A large open-world game requires actors, writers, programmers, animators, designers and composers, among many others. GTA VI has been in active development for close to a decade. Most major films, outside of a few exceptions like the Avatar series, are in active production for a couple of years. The longer timeline alone accounts for a significant portion of the difference in cost.
Game budgets in general have been climbing for years. In 2023, court documents revealed that Sony Interactive Entertainment had spent $212 million on Horizon Forbidden West and $220 million on The Last of Us: Part II. More recently, a separate court filing revealed that Activision's development costs for Call of Duty: Black Ops Cold War topped $700 million over the course of the game's life cycle. That figure covered a live service game that required continuous development resources for additional maps, game modes and new content. The initial budget for the base game was almost certainly lower.
GTA VI is expected to surpass even that number. The game is also expected to launch a separate online mode, which will not debut alongside the single-player experience when the game releases in November 2026. That online component will require its own ongoing development resources after launch.
Live service games have become a major driver of rising costs across the industry. Once a game ships, studios often maintain hundreds of employees working on new content for years. That model can push a game's total development cost far beyond what was spent before launch.
Game budgets overall have moved from the tens of millions into the hundreds of millions over the past two decades. Apart from a handful of independent breakthroughs, large-scale game development routinely reaches double or triple-digit millions now. GTA VI sits at an extreme end of that spectrum, but the direction of the trend is industry-wide.
Rockstar has not set a release date for the online mode. The single-player version of the game is currently targeting November 2026.
